Socks and tights are important for tall lolitas! Wearing tights or thigh high socks/stockings can make wearing a shorter skirt still look conservative and tasteful. The problem is, tall girls generally have longer legs which make socks shorter on them and tights end up not being long enough. An over the knee (OTK) sock might end up being a knee sock on a tall girl. Here is a list of places to buy extra long socks, stockings, and tights:

Sock dreams is an American sock store that makes socks and tights suitable for tall and/or plus sized legs. They are not specifically for lolita but they have many prints and styles that work well for lolita fashion. Search the plus sized and thigh high categories to find their selection for longer legs. You can order from them through their website.
Haenuli is a korean indie lolita brand that is tall and plus sized friendly! Their tights are suitable for heights up to 180cm (5'11"). Unfortunately they usually only have one or two tights for sale at any given time. These can be ordered through their storenvy.
Etsy
Some etsy shops sell printed tights for tall and/or plus sized legs. TejaJamillia is one shop that does this.
Orphanim is a store on storenvy that sells tall friendly printed tights, check them out here.
R Series is a lolita taobao shop that carries some tights that work for tall girls. They will have to be ordered using a shopping service if you are ordering outside of china. Check out their store here.
Forever 21 has a good selection of solid color tights in a variety of styles that will work for tall people. Just make sure you buy the M/L size. Check out their tight selection here.
I also take other brand tights (most recently Enchantlic Enchantily) and cut them off at the top, wearing them with a garter belt as thigh highs. Helps for those things that are just a bit too short!
